Step 1: Begin with the top of the pelican's head by drawing a curved line.

Step 4: Begin the top of the by drawing a rounded, sideways "M", with the bottom side slightly longer.
Step 5: In the center of the head, draw an oval eye shape.
Step 6: Shade a dark circle within the eye for the iris.
Step 7: You can add the head pattern by drawing a "V" shape from the eye to the right side of the head, and short line from the beak up toward the eye.
Step 8: Add a few short feather dashes above the eye, then extend the beak on the top and bottom. Add a slightly shorter line in the middle.
